What is a valuation system?

Questions and answers

The purpose of the questionnaire is to collect information about the content of job titles. The results will be used in the creation of job profiles and the development of a job evaluation system for government jobs.

You will receive the questionnaire via email and have two weeks to complete it. You do not have to complete it all in one sitting; you can save your answers and continue later when it suits you.

We estimate that completing the questionnaire will take about 90 minutes, but the length of time may vary depending on the individual.

The responses will be used, along with other data, such as job descriptions, to deepen understanding of job content, shape job profiles, and develop a valuation system. The goal is for a new system to evaluate jobs in an objective and meaningful way.

Only the staff of the State Project Office at the Equal Employment Opportunity Commission has access to your responses. Data security is ensured by appropriate technical and organizational measures, including access control and encryption of responses. No personally identifiable information will be published or shared with third parties.

You were selected for the sample based on your job title. To serve the goal of the project, it was considered important to get a diverse group of participants to answer the questionnaire. When selecting participants, two sampling methods were used: random sampling and purposive sampling. All participants have information about the sample from which they were selected.

The random sample was carried out in such a way that a certain number of participants were randomly selected based on x. The purposive sample was carried out in such a way that the relevant unions nominated a certain number of participants to answer the questionnaire.

To develop a value system that effectively manages government jobs, we need to gain deeper insight into the jobs. Your answers, along with those of other participants, shed light on important issues that are not always reflected in formal job descriptions, because no one knows the jobs better than those who do them on a daily basis.

No, participation is optional and you can stop participating at any time, without having to give a reason.

No, this is not an assessment of employee performance or characteristics. It is simply gathering information about the jobs themselves, what they entail, and what requirements they impose, regardless of who performs the job.

The questionnaire is part of the development project to create a value assessment system, but parties will always need to formally negotiate its adoption and use in collective agreements.

The questionnaire is divided into five sections, where questions are grouped into subcategories. The sections collect information about the knowledge and skills required by the job, the responsibilities involved, stress-related factors, and the work environment in which the job is performed. Finally, questions are asked about the background of the participants, such as gender, age, and education, and about the workplace in which the job is performed, such as size and location.

The survey and its processing are carried out in accordance with the Act on the Protection of Personal Data and the Processing of Personal Data No. 90/2018. Questions are asked about general personal information, such as gender and age, and information about the job and workplace, for example job title and number of employees at the workplace. This information is collected solely for the purpose of analyzing jobs, working conditions and stress-related factors.

A pay equity valuation system is a systematic approach to ensuring that jobs are valued objectively and meaningfully. It is based on an analysis of the actual content of jobs and professional data. The result is a powerful tool for ensuring equal pay for work of equal value, correcting systemic biases, and building trust, transparency, and equality in the labor market.

Value systems are particularly useful in identifying factors that are often underestimated, such as emotional stress, communication demands, or responsibility for the well-being of others.
